The Naya Raipur Development Authority (NRDA) is building a new capital city to accommodate a popula­tion of 5.6 lakh in the newly formed state of Chhattisgarh by 2031EMBARQ India in partnership with the Naya Raipur Development Authority have been working to pursue an integrated, systematic plan to address transport and urban development challenges in Naya Raipur City in economically, socially and environmentally sustainable ways.

The objective of the NRDA - EMBARQ collaboration is to reduce transport and urban development related threats to climate, public health, the infrastructure of the city and the quality of life for city residents and visitors. NRDA and EMBARQ India signed an MoU on 15th March, 2011 to this effect. 

The scope of this project is to demonstrate the planning and design of a livable, walkable, and inclusive neighborhood. Sector 31 would demonstrate a built environment that encour­ages people to walk, use public transport and cycle, hence discouraging the dependence on personal vehicles. The built environment would encourage a mix of uses deviating from mono land use oriented frameworks and ensure that buildings and streets are scaled to pedestrians and not vehicles. This would also promote lively and safe public places that en­courage better social interactions amongst residents and visitors.

This development would serve as a demonstra­tion that then influences the remaining sectors to be planned and designed on similar lines. This project would also set a trend for Greenfield De­velopment in the country.
